Water
institutions and the cadre preparation
The water institutions in the most of the third world countries
are suffering from the low level of labor performance. Most of the equipments
and monitoring techniques of the hydrological, Meteorological data collection
and data preparation of plans and programs for current and future design of
water policy successfully, are old and obsolete.
The study consists of three chapters looking at a
number of issues related to water:
Chapter I: Consists
of two main issues: First issue, examines the mechanisms of action in the state
institutions and the power of political decision-making, functions and the
negative consequences of the interference by the authorities which obstruct the
productivity and delays the development in general. This attitude also helps to
spread corruption in both administration and finance. This has negative impacts
on the state institutions and the financial resources which accompanied bad administration
and planning on both aspects national income and the GDP per capita.
The second issue: studies the effective management of
the institutions through rehabilitation programs and vocational training
schemes for the professional cadre and recruitment. The effective use of modern
technology and cadre preparation will help very much in leading development
projects. Also to adopt the commanding and control systems to minimize
corruption in both, administrative and financial fields, and to improve the working
performance, to reduce the invisible unemployment and control the expenditures
of the state institutions.
Chapter II:
Consists of three axes. First one, looks into the mechanisms of management and
assessment by evaluating the performance of existing water institutions to
maximize the benefits from the available capabilities to conduct appropriate
modernization to raise the level of performance of work in the facilities of
water projects, in addition to exploring the mechanisms for a successful water management,
through modernizing the existing management curricula to improve the current
and future plans for the advancement of water.
The second axis: looks into the professional expertise
and techniques of the water institutions with regards their constructional
suitability and technical and professional requirement like, devices and modern
equipments, to collect data and accurate data of water supply in real terms and
to use such data in preparation for the future successful water plans and
programs, and embarking on the establishment of research centers for water studies for development and to
improve water resources
The third axis: discusses the coordination and
cooperation in water management to integrate at the national level, the ways of
coordination between the water and the agricultural sectors for ideal and
economic uses of water. In addition to the coordination and cooperation with
other sectors of the state (industry, municipalities, electricity) to determine
the annual quotas of water and to reject the indiscriminate uses of water in
both, the production and service sectors of the state.
Chapter III:
Consists of two sections, first, examines the administrative and legislative
structures of the main functions of water institutions in order to improve
water supply on the national level, in addition to updates the required
modernization in the structure and legislations in water sector.
The second section: discusses the functions and
purposes of the water International organizations through the formation of high
national councils for ideal water management, and the Arab regional
consultation council to prepare programs and plans for current and future
requirement at the regional level. In addition to the contribution of the
relevant international organizations, the modernization of national
institutions of water and recruiting it with expertise and modern techniques to
raise the level of performance in the management of water resources.
The research abstract focused on the main axes of the
study and their nature. And finally, the supplement section, includes
references, Arab and foreign, used for the study.
